Title of the contract: Construction of a manoeuvring yard at Production Hall No. 3 at Fabryka Maszyn Lubaczów

SUBJECT OF THE CONTRACT:

The subject of the contract is the construction of a manoeuvring yard at Production Hall No. 3, ul. Mazury 1, 37-600 Lubaczów.

  1. Construction works include:
  • Removal of the existing road slab pavement,
  • Excavation across the full width of the roadway and yard, 
  • Profiling and compaction of the substrate for pavement structural layers, 
  • Construction of a drainage manhole and stormwater connections, 
  • Construction of concrete bedding for curbs, 
  • Installation of 15×30 curbs,
  • Execution of a drainage layer in the excavation, 
  • Construction of the pavement base, 
  • Construction of a concrete pavement using B-30W class concrete.
  1. Additionally, the Contractor is obliged to:
  • organise and manage the construction site, 
  • maintain construction site facilities, 
  • undertake any activities required to ensure proper execution of the project, 
  • prepare as-built documentation in 3 (three) copies in paper and electronic form.

The Contracting Authority allows the contract to be carried out with the participation of subcontractors.

  • Deadline for completion of the contract: 30 November 2018.

Contractors eligible to submit bids must meet the following conditions:

General conditions

  1. Possess the authorisations required to perform specific activities, where required by law,
  2. Have the necessary knowledge and experience as well as technical resources and personnel capable of completing the contract,
  3. Be in an economic and financial situation ensuring proper execution of the contract.

Specific conditions

  1. Within the last five years before the commencement date of this procedure (or within the operational period if shorter), Contractors must have completed at least three construction works similar in type and value to the works in the scope of this contract, i.e., construction of roads, car parks, manoeuvring yards or facilities with similar structural elements.
  2. Contractors must have personnel with the experience and qualifications required for the assigned functions, in accordance with the table below:

1. Site Manager At least 3 years of professional experience as a Site Manager, authorisations in the structural-construction speciality, membership in a professional chamber (e.g. Regional Chamber of Civil Engineers)

Assessment of the above conditions will be carried out on a “meets/does not meet” basis, based on the submitted documents and statements.

Failure to meet any of the above conditions will result in the exclusion of the Contractor from the procedure.

  1. Information on the statements and documents that Contractors must submit to confirm compliance with the participation conditions: 
  2. To confirm compliance with the general participation conditions, the offer must include the following documents and statements: 
  3. A current extract from the relevant register or a current certificate of entry in the business activity register, if separate regulations require entry or notification in the business activity register, issued not earlier than 6 months before the deadline for submitting offers. 
  4. To confirm compliance with the detailed participation conditions, the offer must include the following documents: 
  5. a list of construction works completed within the last five years prior to the initiation of the procedure, or within the operational period if shorter, including at least three construction works similar in type and value to the subject of the contract, i.e. works involving the construction of roads, sidewalks, manoeuvring yards, or construction facilities containing structural elements of a similar nature. 
  6. The Contractor must demonstrate, in the form of an attachment confirmed by references from previous contracting authorities, that the above-mentioned works were completed within the last five years. The Contracting Authority will not consider works for which documents confirming their proper execution are not attached. 
  7. a list of persons and entities that will participate in the execution of the contract, including information on their professional qualifications and experience, as well as the scope of tasks they will perform, along with certified true copies of their authorisations appropriate for the functions they are to perform and documents confirming their membership in the relevant professional self-governing organisation, e.g. the Regional Chamber of Civil Engineers.

  9. Evaluation criteria for the offer: – price for the execution of the contract – 100%.
  • Offers must be submitted by 15 October 2018 at 10:00 at the Contracting Authority’s registered office. The opening of offers will take place on 17 October 2018 at 10:30 at the Contracting Authority’s registered office.
  • Bid validity period – 30 days.
